For quite many years, while at the helm of Uganda Police, Gen Kale Kayihura was accused of recruiting criminals as informants who would later become powerful senior police officers.
It worsened last year after the death of AIGP Andrew Felix Kaweesi when fake, coached suspects were paraded before Kayihura and the President by these police operatives.
Some of them include Nixon Agasirwe, Abdullah Kittata, Sebina Sekitoleko and many more.
However, these operatives were accused of committing heinous crimes using General Kayihura’s name.
In fact many are in jail battling murder, robbery and kidnap related charges.
It is against that backdrop that their former boss Kale Kayihura was arrested and is currently detained at Makindye Barracks.
Although his charges have not been made public, Kayihura is likely to face charges related to abuse of office, murder of his junior Andrew Kaweesi and kidnap of Rwandan refugees and many more.
Accordingly all these crimes were masterminded by these operatives.
This website understands that Kayihura to a large extent agrees that he misused office when he relied on criminals and sidelined highly skilled and trained police officers.
ISO jumps in
In unprecedented twist of events, Internal Security Organisation (ISO) is using former criminal leaders as operatives who extract information by torturing suspects in safe houses.
The latest recruit in ISO circles is Paddy Serunjogi alias Sobbie, a self confessed murderer and renowned notorious armed robber in Kampala and the neighbouring towns.
Sobbie who led an underworld laden criminal cartel ‘Kifeesi’ was early this year arrested by police but the public got dismayed to hear that he had been released on orders from ‘above.’
Sobbie had been taken to Nalufenya, a dreaded police facility in Eastern Uganda.
Before his arrest, Sobbie and his ilk were interviewed and confessed how they kill people while executing their work.
TrumpetNews understands that Sobbie is now an ISO agent operating in the Kyengera safe houses.
His role is to interrogate/ torture suspects who are brought to these detention centres.
The latest victim of Sobbie’s iron hand is Ivan Musimenta who was arrested last May, tortured and forced to implicate Movit boss Simpson Birungi in Budo Junior School fire which gutted a dormitory in 2009 leaving 20 innocent pupils dead.
Musimenta revealed to this website that after his arrest he was blindfolded and dumped in a safe house which he later learnt is located in Kyengera, a few kilometres from the city.
He would later be interrogated by Sobbie who told him to confess that together with Mr. Simpson Birungi, they were responsible for the fire.
While he rejected the idea, Musiimenta was tortured which left his arm broken and liver enlarged
The public has began expressing concerns in relation to how ISO operates.There is fear that ISO could degenerate into ‘another criminal police’ such as the one that was led by Kayihura.
