Uganda Government doesn’t recognize Singer Angella Katatumba as the Honorary Consul of Pakistan like she claims.
Angella after the death of her father Boney Katatumba in 2017, inherited the position since she was serving as his deputy.
Pakistan has no embassy in Uganda, so her consul is supervised by the ambassador posted to High Commission in Nairobi.
His Excellency Raza Bashir Tarar is the current ambassador of Pakistan to Kenya, on March 13, 2018, issued a statement indicating that Angella was operating illegally as the Consul in Uganda.
She responded saying such communication had been coming since last year but they (herself and dad) chose to ignore because they were legally occupying office.
Boney Mwebesa Katatumba, who was appointed by former Pakistan President Gen. Pervez Musharaf in 2000.
Illegal
Clarifying on the ‘standoff’ the head of public diplomacy in the Ministry of Foreign Affairs Ms Margaret Kafeero explicitly told this website on Monday morning that Angella is not known anywhere as Pakistan envoy.
“I can confirm that the MoFA has never included Angella Katatumba on the Diplomatic List of Uganda, neither has she ever presented to the Ministry of Foreign Affairs, letters of credence from the Government of Pakistan appointing her Honorary Consul,” said Kafeero.
She added that, “Following the death of Mr Bonny Katatumba, we received no notification from the appointing authority in Pakistan about who would replace him as their representative, thereby rendering the Consulate closed. The Note Verbale from 2017 by the Consulate was inconsequential as it was tantamount to a self appointment which isn’t acceptable under the Vienna Convention.”
She emphasised that it is Pakistan Government and not Uganda)and certainly not the Consulate to determine who is and who isn’t the Honorary Consul of Pakistan in Uganda.
The revelation exposes Angella Katatumba as having been operating illegally as a representative of Pakistan Government.
Kafeero confirmed that Mr Tarar has the right to appoint who represents his government here in Uganda.
“The Government of Pakistan whose nearest Ambassador is in Nairobi has the last word on who is and who isn’t his country’s representative in Uganda and clearly, from the March 2018 Note Verbale doing the rounds on social media, it has spoken,” she said.
