Col Kizza Besigye has described former Inspector General of Police (IGP) as good, intelligent man who accepted to be used in a manner that projects him a terrible creature.
The opposition heavyweight, addressing the media Tuesday at his office at Katonga Road, Kampala, likened the beleaguered UPDF General to Late Noble Mayombo, who until today is being praising for his extraordinary character in leadership.
However, both Mayombo and Kayihura, Besigye refers to them as ‘tools of repression.’
“I knew Kayihura before he became a soldier and a tool of repression. As a person, he is a fine fellow. He is like Brig. Mayombo, good people who accept to be used in a manner that projects them as terrible creatures. He is an intelligent man,” said the FDC founder.
Kayihura has been known to have a sour relationship with Besigye especially when the former has sternly used his powers to thwart opposition’s attempts to take on the regime.
Kayihura as a the head of the police institution, has several times arrested Besigye and other opposition leaders and also quoted by the local media saying he wouldn’t allow Besigye to overthrow the regime using military means.
Kayihura, on numerous occasions made statements that were deemed partisan as a head of the institution that is mandated to serve all Ugandans.
“He’s not someone who set out to be a bad person. Kayihura is a very intelligent man. His actions are not without intelligence. Kayihura and his group are schemers and he chose to be a psychopath for that purpose,” Besigye said.
Work Together
In politics there is no permanent enemy, so they say!
Besigye is optimistic he and other democracy seeking Ugandans can work with Kayihura if he is not given another job.
“But may be if Kayihura is not given another job, he will become a good person that we all can relate with again.”
Besigye has no hopes in the new police leadership in turning around its image saying there will no ‘change.’
“However the new Police commanders will not change anything in the Police. They come at a time when the regime is at its weakest point. People should always have the decency to say no I won’t do this, resign and refuse. We must deal with where the Primary problem lies which is the system where few people with guns control the country,” he appealed to his supporters.
“That is why some of us who are struggling with this regime are now busy working on the transition because this cannot be carried further, how to procure the transition and make it happen is what we are focusing on now.”
