Exclusive: EAC Ministers’ Council Dismisses Corruption Report on SG Mfumukeko

The East African Community (EAC) Council of Ministers has dismissed a corruption scandal report against Secretary General (SG) Liberat Mfumukeko tabled by Permanent Secretaries saying it is informal, couldn’t be received and discussed by the assembly.

The Permanent Secretaries, Edith Mwanje (Uganda) and PS Betty Maina (Kenya) on Wednesday presented to the Council of Ministers  an alleged corruption report implicating Mfumukeko into mismanaging $200000, approximately shs 728 million meant to facilitate Inter Burundi Dialogue contributed by China.

The assembly was sitting at Imperial Hotel in Ugandan Capital, Kampala.

Against that backdrop, media reports suggested that Mfumukeko who has been in Uganda to attend the EAC Summit at Munyonyo was Wednesday summoned by President Yoweri Kaguta Museveni, the current chairman of the community, at State House Entebbe to substantiate on the allegations.

TrumpetNews understands that the “whistleblower” is  Dr Enos Bukuku, a Tanzanian national and former Deputy Secretary General in Charge of Infrastructure whose tour of  duty ended in April 2017.

Bukuku, we further learnt approached Mfumukeko towards the end of his contract at Arusha and requested he fraudulently extends it for more 2 months.

“But the SG principled as he is known rejected Bukuku’s request who instead embarked on revenging by concocting corruption reports against Mfumukeko,” said a high ranking EAC official that asked to remain unnamed so as to speak freely.

The two Permanent Secretaries teamed with Bukuku to defend their political and self interest to land the SG in trouble.

TrumpetNews again established that Dr. Bukuku is pursued by the Tanzanian government for his involvement in the mismanagement of  over £110 million from Bank of Tanzania when he was Deputy Governor of that bank.

“When he left Bank of Tanzania where he was Deputy Governor, he did the same by fabricating false allegations against the Governor of Bank of Tanzania,” an official said.

Adding that,  Bukuku’s allegations are gross and filled with lies, “Mfumukeko has responses to each of the allegations and evidence. Those fighting him will not succeed.”

The official highlighted that the SG reduced travel expenditures by $8.02 million from 1st July 2016 to end of June 2017. Expenditures in the SG office were reduced by over 40%.

For one year and a half Mfumukeko signed new financing agreements worth $450 million, a record in EAC.

Mfumukeko couldn’t be reached as he was still holed up in the Summit with EAC Heads of States and several other dignitaries.
