Justice and Constitutional Affairs Minister Kahinda Otafiire wants Luzira Prison relocated, saying the facility should not be located in the capital city and that issues of congestion can best be addressed by building another spacious facility.
He revived the relocation calls Tuesday while appearing before Parliament’s Human Rights Committee chaired by Mitooma Woman MP Jovah Kamateeka.
The Committee expressed concerns raised by several Ugandans due to congestion of inmates at the facility. In response, Otafiire said the predicament can be solved by construction of new modernised prison.
The calls to relocate Luzira prison began when President Museveni signed the Public Private Partnership Act (PPP) in 2016.
Luzira prison authorities suggested the relocation to Mukono District.
The facility currently accommodates 7700 inmates, 7 times its capacity (1700).
