Scandal: Posho supplier accuses Crime Preventers boss of fleecing his shs 20M

Crime Preventers boss also named in the scandal

National Crime Preventers Forum (NCPF) director Blaise Kamugisha is again under spotlight for swindling over shs 20 million of a posho supplier identified as Frank Mugarura.

Mugarura was contracted by NCPF on 18th May 2016 and started supplying food in June (same year) until now he has only received shs 1 million as part of the payment.

“Blaise kept telling that he hadn’t received funds from his boss Gen Kale Kayihura so we waited,” Mugarura said.

To his dismay fellow suppliers who threatened to seek legal redress were “handled” quietly while others were sidelined.

“At the end of last year we were told that we couldn’t get paid because Police hadn’t released funds. Meanwhile we kept supplying them food.”

At one point Mugarura was told that his money had been deposited on his bank account, but was startled to find a paltry shs 1 million.

“I was so troubled. I approached NCPF management but nothing was done.”

In May 2017  all suppliers were notified that our payment has been cleared.

“But it wasn’t. Some were paid half of the money others nothing. We found out we had been duped,” Mugarura added.

“Out of lets say 30 million you would find only shs 2 million.”

Mugarura who said that he is left with no option but to drag the entire NCPF administration to Court.

“I have written letters, I have sought audience with these people but nothing seems to be working out. I am going to try Court,” said Mugarura.

What however worries suppliers are reports that NCPF is fully facilitated by Gen Kayihura and the funds “vanish” along the way.

This is not the first time Blaise is sucked into such scandals but his close relationship with IGP plays a role for him to “elude” justice.
